GNDEM-CFFESD Employs SBO Techniques to Monitor Albanian Health Care Center Performance

In recent years, statistically based observation (SBO) methodologies, such as parallel vote tabulations (PVTs), have allowed a growing number of civil society groups to systematically monitor elections in their home countries and verify outcomes both accurately and efficiently. While these methodologies have enhanced the credibility of elections around the world, they can also be applied outside the realm of election monitoring. On October 16, the Coalition for Free and Fair Elections and Sustainable Democracy (CFFESD) employed statistical principles to monitor the performance of primary health care centers across Albania. By drawing on its experience piloting an SBO in Tirana district during Albania's June 2013 Parliamentary elections, CFFESD was able to creatively adapt its methodology to provide useful information on the performance of the nation's health centers and enhance future election observation capabilities.
